Background:
Since 2004 the Eurasia Foundation, Moldova Representative Office (EFM) has been providing institutional and programmatic support to Civic Coalition to Free and Fair Elections. In order to increase the impact of the outreach activities of the Coalition, EFM intends to hire a consultant who will provide advice for improving communication of the Secretariat and its regional offices with relevant stakeholder and for increasing the impact of the civic and voter education project on Moldovan citizens.
Tasks and responsibilities:
• Conducting background research and initial action planning;
• Providing technical assistance to the coalition in implementing the communication strategy;
• Provide ongoing advice as Coalition implements the communication strategy;
• Providing written and verbal technical advice to the coalition in most effective ways to organize outreach activities;
• Providing written recommendations and consultations to coalition secretariat and council on methods for enhancing outreach activities and civic education programs;
• Drafting the method for coalition secretariat and council to request and receive feedback from citizens and coalition members in the area of promoting free and fair elections;
• Designing and implementing the method of collecting information from key stakeholders on progress made by coalition secretariat to reach its goals;
• Preparing and writing final report and refining deliverables.
Qualifications and skills required:
• Master degree in Communication, Social Sciences or other relevant field;
• At least 3 years of work experience in a field related to the tasks;
• Knowledge and skills in the following areas: communication, outreach activities, coalition building, civic and voters education;
• International experience and knowledge of the Moldovan context is highly desirable;
• Fluency in English is required; knowledge of Romanian is a strong asset.
