Context
In Republic of Moldova there are no specialized professional self-regulating organizations that would provide credible circulation data on the developing media market. While the circulation figures are obscure, the advertisers try to withhold from investing their money in print media, as they can hardly measure the efficiency of these investments. Therefore, transparency is the key towards an economically sustainable media on a fair market. In this sense, an Audit Bureau of Circulations in Republic of Moldova would be the key factor in enhancing transparency and stimulating sustainable development of media market.
Since August 2008, the Eurasia Foundation Moldova (EFM) and the Independent Journalism Center (IJC) undertook several activities towards achieving this goal.In November 2008, after conducting an extensive media campaign and a series of seminars for potential stakeholder groups, an Initiative Group for the creation of an Audit Bureau of Circulations in Republic of Moldova (ABCM) was established. The Initiative Group, currently containing 33 member organizations, made the commitments to design the concept of the future structure, namely ABCM, prepare the legal documents necessary for the registration of the ABCM at the legal authorities and develop a business plan, as a guideline for further activity of the ABCM.Given that the project of establishing of an ABCM is an innovative one for Moldova, the Initiative Group requires support and advice of a professional who has the experience of building up this particular sort of structure in a country with similar features of the media market.
Primary Responsibility:
Provide advice to the Initiative Group for the Creation of an Audit Bureau of Circulations in Republic of Moldova.
Specific Duties:
All duties shall be conducted in coordination with the Eurasia Foundation Moldova Representative Office and the Independent Journalism Center.
Minimum specific requirements:
At least 5 years of work experience in a field related to the tasks;
International experience and knowledge of the Moldovan context is highly desirable;
Fluency in English is required; knowledge of Romanian is a strong asset.
