In June 2006, EF received grant funds from the Swedish International Development Cooperation Agency (Sida) on support of Moldova Citizen Oversight Initiative for the period of June1, 2006 to July 31, 2009. The agreement signed by EF and Sida, outlines undertakings by the Eurasia Foundation, conditions for and utilization of the Sida contribution as well as conditions for an annual audit of the project. The audit will include the funds allocated through the agreement between Sida and EF.

Objective of the audit is to enable the auditor to express a professional opinion whether the submitted Financial Reports covering the period June 2006 – July 2008 (the first two years of the project), gives a true and fair view of activities of the project and whether the execution has complied with the rules and conditions governing the use of funds as expressed or referred to in the Agreements.

The selected company will be subject to reconfirmation by the Client to conduct the audit of the third year, August 2008 – July 2009.
The audit reports shall be prepared in English, (for the period covering June 01, 2006 to July 31, 2008) by July 31, 2009.

A bidding proposal should include:

• Information about the bidder and their relevant experience in conducting audits for donor funded projects;
• CV of key staff;
• Description of proposal, including proposed schedule;
• Cost of services.

Qualification Criteria

1. Licensed auditor for providing required services
2. Experience related to the assignment
3. The auditor should be able to review accounts and documents in English and Romanian/Russian and submit the audit report in English.
